Where the cost actually goes
A sticker's price is mostly setup: the dieline, the plate or print file, the machine time to start a run. Spread that across 250 stickers and each one is expensive. Spread it across 5,000 and the setup barely registers, which is why bulk stickers get cheap fast.
So the cheapest way to buy is to buy the quantity you will actually use over a year, in one run, rather than reordering small batches and paying setup each time.
Vinyl vs paper
Paper stickers are the budget pick for indoor use: labels, packaging seals, envelope closures. Vinyl costs a little more but survives water, sun and handling, so it is the one for drink bottles, laptops and anything outdoors.
